On 6 May 1922, The Rugby League News reported, that the NSWRL were considering ways to encourage the growth of Rugby League in rural areas of New South Wales and the NSWRFL Secretary H.R. Miller stated that,as a result, a Country Committee was to be formed.
NSW Country was divided into six sections: South Coast, Northern Districts, Central Northern Districts, Western Districts, Southern, and North Coast.
The group system was introduced in 1922, with neighbouring towns split into 12 groups . . .
